The issue of the ethnic Greek Mayor-elect of Himare, Fredi Beleri, who has been held in custody in Albania since May has caused a major setback in Greek-Albanian relations.

Athens is unhappy that Albanian Prime Minister Edi Rama does not appear willing to cooperate with the Greek government to resolve the matter.
