In the last 15 years, Greece has passed 36 tax laws, as well as 108 temporary provisions and 238 adjustments relating to taxation scattered as riders to other legislation, with the government issuing 200 ministerial circulars to explain all these rules.
In 2014 alone, 64 riders were tacked onto unrelated bills in order to change or correct the content of the 2013 tax law.
